This listing is for a lot of 12 cellophane hat bases. These are used to create a hat. You can cover them with a white non petroleum glue (like Sobo, or Alenes tacky glue) and then glitter them. You can cover them with fabric. Use your imagination. The model is showing one that has been glittered and sequined (these hats you are receiving do not have glitter or sequin on them).
